Export Control Module

The export control module implements functionality that is related to handling of exit of goods from the customs territory. The need to handle security and safety information and to perform security and safety related controls has complicated the exit processes considerably in recent years.

The export control module implements the processing of documents related to exit processes. In particular, export control module handles exit summary declarations and export declarations (in the form of anticipated export records).

The export control module implements the following functions of the export regime:

  • Communication between Office of Export and Office of Exit
  • Communication between traders and Office of Exit
  • Handling of exit procedures, including risk analysis, controls, diversion, etc.
  • Communication with exit authorities, confirming the actual exit
  • Handling of exit summary declarations


The export control module handles all parts of export regime that are concerned with communication and Office of Exit functionality.

The export control module consists of inland and border modules. The inland module implements the communication-related Office of Export functionality of the export control system. The border module implements Office of Exit functionality of the export control system.

The export control module has two main features: exit control and exit summary declaration processing. The purpose of exit control is to check whether released export declarations really cross the border. Export control module contains exit control functionality both for direct and indirect exports.

The export control module is also integrated with export manifest module. Export manifest module queries the export control border module in order find out if the goods are allowed to exit or not. When the exit is completed the export manifest module notifies the export control border module about the exited goods. This notification triggers the completion of export processes and sending out the results of control to office of export.
