Export Manifest Module

The export manifest module handles the processing of export manifests. Export manifests contain the lists of goods that will be loaded on board of transport vehicle. Export manifests are used in case of sea, air and railway transport. For those modes of transport the handling of export manifest is the most important step of exit process.

  • The trader (carrier) lodges the export manifest that contains the list of goods that will be loaded on board of transport vehicle. The export manifest is lodged before the loading begins. The export manifest contains references to other documents (exit summary declarations, transit declarations, export declarations, etc.) that contain the data that is needed for the safety and security risk analysis. Only goods that are released for exit (i.e. all controls have been successfully completed) can be loaded on board of transport vehicle.
  •  Customs office of exit controls if all the consignments that are listed in export manifest are ready to be loaded on board of vehicle (i.e. all controls are completed). If there are goods that are not yet controlled or goods that are not allowed to exit, then the trader is notified about those goods. Trader must correct the export manifest and remove the consignments that are not allowed to exit.
  • Trader can amend the export manifest during the loading process. It is possible to add new consignments or to remove consignments. Sometimes it is not know how much goods can be loaded on board of the vehicle (e.g. due to the constraints on mass or size of the consignments). The possibility to amend the export manifest allows the trader to give customs precise information about the goods that were finally loaded on board of the vehicle.
  • The handling of export manifest is finalized with the exit notification. Exit notification signals the departure of the vehicle. Exit notification can be sent by competent authorities or by trader.

Upon the submission of the export manifest, the export manifest module communicates with other modules (export control module, transit module or import control module) to verify whether the export of these goods is allowed.
